Минимальный объем подачи материала — четыре страницы текста, набранного в Word. Параметры набора: 14-й размер кегля, Times New Roman, поля: верхнее и нижнее — по 2,5 см; левое и правое — по 3,5 см. К статье обязательно прилагаются:

Статьи докторантов, кроме данной рубрики, могут быть помещены и в других рубриках журнала, если их тематика отвечает актуальности и цели номера. Статьи в обязательном порядке рецензируются членами Редакционно-экспертного совета журнала в соответствии с профилем представленной работы и (или) привлеченными редакцией учеными или специалистами согласно порядку рецензирования рукописей. Отрицательная рецензия является основанием для отказа в публикации работы (автору сообщается об этом в письменном виде). Гонорар за публикацию статей не выплачивается. Аспиранты (очники) имеют право на бесплатную публикацию статей. Авторы передают редакции исключительное право на использование произведения следующими способами:

Представление материала, поступившего в адрес редакции, является конклюдентным действием, направленным на возникновение соответствующих прав и обязанностей. Согласие автора на опубликование материала на указанных условиях, а также на размещение его в электронной версии журнала предполагается. Редакция оставляет за собой право размещать материалы и статьи журнала в электронных правовых системах и иных электронных базах данных. Автор может известить редакцию о своем несогласии с подобным использованием его материала при представлении статьи. В случае нарушения перечисленных редакционных требований материал может быть возвращен автору на доработку. О внесенных изменениях автор обязан сообщить редакции (письмо в электронном виде). При несоблюдении автором предъявляемых требований редакция имеет право отказаться публиковать представленный материал с мотивированным объяснением причин отказа.

В журнале публикуются только рукописи, рекомендованные членами Редакционной коллегии (Редакционного совета).
2. Рецензирование осуществляется в отношении всех рукописей, поступающих в редакцию, кроме рукописей, указанных в п. 5. настоящего Порядка.
3. Рецензирование осуществляется рецензентами (независимыми экспертами). В качестве рецензентов привлекаются авторитетные в данной области ученые, которые дают аргументированное заключение о научной ценности представленного материала и его соответствии требованиям журнала.
4. Рукописи, поступающие в Редакцию, передаются рецензентам по профилю научного исследования.
5. Рукописи не передаются на рецензирование и возвращаются автору для устранения недостатков в следующих случаях:
5.1. Если в рукописи содержатся нецензурные, либо оскорбительные выражения, угрозы жизни, здоровью и имуществу граждан или иных лиц.
5.2. Если текст рукописи не поддается прочтению.
6. Если в рецензии на рукопись имеется указание на необходимость ее исправления, то она может быть направлена автору на доработку. В этом случае датой поступления в Редакцию считается дата поступления статьи после доработки.
7. В случае несогласия с мнением рецензента автор рукописи имеет право предоставить мотивированный ответ (возражения) в редакцию. В этом случае по решению Редакционной коллегии рукопись либо передается на повторное рецензирование, либо возвращается автору без повторного рецензирования.
Последующие возражения автора относительно целесообразности публикации статьи без внесения установленных в ходе рецензирования изменений не принимаются.
8. В случае решения об отказе в публикации статьи, редакция предоставляет автору мотивированный отказ.
9. По результатам заседания редакционной коллегии ответственный секретарь комплектует очередной номер журнала.

Manuscript review Order

1. The journal carries only those manuscripts, which are recommended by the members of the Editorial Board.
2. The review is carried out with reference to all manuscripts coming to the Editorial Office except those indicated in paragraph 5 of this Order.
3. The review is carried out by reviewers (independent experts). The reviewers are represented by the scientist distinguished in the particular sphere. They give opinion about scientific value of the material introduced and its correspondence to the journal’s requirements.
4. The manuscripts coming to the Editorial Office go directly to the reviewers depending on the field of scientific research.
5. The manuscripts do not go to the reviewers and are returned to the author for correction work in the following circumstances:
5.1. If the manuscript contains coarse language or slanderous expressions, threats to life, health and property of citizens or others.
5.2. If the text of the manuscript is not readable.
6. If the manuscript review indicates the necessity of correction work, the manuscript may be transferred back to its author for improvement. In this case, the date of manuscript receipt in the Editorial Office is the moment of its reception after improvement.
7. In case of dissent from the reviewer’s opinion the author of the manuscript has the right to file a substantiated response (objection) to the Editorial Board. In this case the manuscript is either transferred for the second review or is returned to the author without second review by the decision of the Editorial Board.
All following objections about reasonability of publishing the article without any changes indicated during the review are not accepted.
8. The Editorial Office presents a substantiated objection to the author of the article in case of the decision not to publish it.
9. According to the results of the Editorial Board session the responsible secretary makes up a new edition of the journal.

Требования к оформлению статей, порядок направления и публикации статей

1) Требования к объему статьи:

Минимальный объем – четыре страницы (6 -7 тыс. знаков) печатного текста, оформленного в соответствии с указанными ниже требованиями.

Максимальный объем – пятнадцать страниц (28 – 29 тыс. знаков) печатного текста, оформленного в соответствии с указанными ниже требованиями.

Статья может быть сокращена редакцией.

2) Требование к оформлению печатного текста:

Верхнее и нижнее поле: 2 см; Левое поле: 3 см; Правое поле: 1,5 см; Абзацный отступ: 1,25 см; Кегель: 14; Междустрочный интервал: полуторный.

При упоминании в тексте статьи нормативных правовых актов, должны указываться дата принятия, номер и полное официальное наименование соответствующего акта. Обязательно должны быть указаны источники цитат, фактических и цифровых данных.

3) Обязательные реквизиты:

В начале статьи после ее названия (на русском и английском языках) автор должен обязательно указать:

— свою фамилию, имя, отчество (полностью, на русском и английском языках),

— место работы, должность, ученое звание, ученую степень (на русском и английском языках),

— контактные телефоны, адрес электронной почты (если нет личной электронной почты, указывается электронный адрес места работы (кафедры, института и т.п.) по которому с автором можно связаться).

— для аспирантов, адъюнктов, докторантов, соискателей ученой степени: ФИО и ученая степень научного руководителя (научного консультанта),

— аннотацию (не более 500 знаков, включая пробелы) (на русском и английском языках),

— ключевые слова (пять-семь основных слов статьи без расшифровки понятий, через запятую, характеризующих проблематику статьи) (на русском и английском языках);

— библиографический список на русском языке и латиницей (транслит). Автоматическое преобразование русского текста в транслит доступно на сайте http://translit.net/ . Необходимо выбрать вид транслита «BSI»;

При оформлении библиографических ссылок рекомендуется руководствоваться ГОСТ Р 7.0.5-2008. «Национальный стандарт Российской Федерации. Система стандартов по информации, библиотечному и издательскому делу. Библиографическая ссылка. Общие требования и правила составления», введенным в действие Приказом Ростехрегулирования от 28.04.2008 N 95-ст с 01.01.2009 г.

4) Требование к указанию научной отрасли:

В статье должна быть указана научная специальность (специальности), которой соответствует тематика статьи. Научная специальность определяется в соответствии с Утвержденной Приказом Министерства образования и науки Российской Федерации от 25 февраля 2009 г. № 59 . Номенклатурой специальностей научных работников

5) Требование рецензирования статьи:

Одновременно со статьей в редакцию предоставляется рецензия на статью. Рецензия должна быть подготовлена и подписана лицом, имеющим ученую степень по научному направлению рецензируемой статьи. В рецензии должны получить отражение следующие аспекты работы:

— Актуальность и оригинальность статьи;

— Теоретическая цельность и / или практическая значимость статьи;

— Использование материалов, опубликованных по теме статьи;

— Степень структурированности материала статьи;

— Полнота и правильность прилагаемого списка использованной литературы;

— Ясность и понятность стиля изложения текста статьи для читателя;

— Наличие ошибок и технических погрешностей;

— Соответствие выбранной методологии исследования поставленным целям работы;

— Обоснованность выводов, представленных в статье.

6) Требование к соблюдению режима секретности:

Одновременно со статьей в редакцию предоставляется экспертное заключение о возможности открытого опубликования в следующих случаях:

— если материалы для публикации в журнале представляются в редакцию лицами, имеющим допуск к сведениям, составляющим государственную тайну;

— если в редакцию представлен материал рукописи, содержащей результаты диссертационного исследования, подлежащего защите в закрытом диссертационном совете.

7) Требование к соблюдению тематики (профиля) журнала:

Статья должна соответствовать хотя бы одной из следующих рубрик журнала:

— юридические науки,

— экономические,

— педагогические науки,

— психологические науки.

8) Прочие условия публикации:

Гонорары за публикацию статей редакция не выплачивает.

Рукописи предоставляются непосредственно в редакцию по адресу: г. Москва, Малый Ивановский пер., д. 2 или г. Москва, ул. Ирины Левченко, д. 1. При этом рукопись статьи должна быть пронумерована и подписана лично автором.

Рукопись, а также электронная копия рецензии и экспертного заключения о возможности открытого опубликования (при наличии) может быть направлена в редакцию по электронной почте office@unity-dana.ru . При этом оригиналы направленных по электронной почте документов должны быть предоставлены в редакцию не позднее двух недель со дня направления их по электронной почте.

Статьи публикуются согласно календарной очередности их поступления в редакцию при наличии положительной рецензии и соблюдения требований к оформлению в срок, не позднее трех месяцев со дня предоставления в редакцию оригинала рукописи с приложениями согласно требованиям.

Рецензии хранятся в издательстве и в редакции издания не менее пяти лет. При поступлении в редакцию журнала «Вестник Московского университета МВД России» соответствующего запроса из Министерства образования и науки Российской Федерации, редакция направляет копии рецензий в Министерство образования и науки Российской Федерации.

The requirements to the layout of the articles, the order of their issuing and publishing

1) Wordage requirements of the article

The minimum size of the article is four pages (6-7 thousand symbols) of text, drawn up in accordance with the requirements below

The maximum size of the article is fifteen pages (28-29 thousand symbols) of text, drawn up in accordance with the requirements below.

The article can be reduced by the Editorial Board

2) The requirements to the text layout

Head margin and bottom margin of the page: 2 cm; left margin: 3 cm; right margin: 1.5 cm; indention: 1,25 cm; point size; 14; interline: one and a half.

In case of referring to statutory documents in the article, the date of the adoption of the legal act is to be indicated, along with its number and long title. The source of quotations, figures and actuals shall be stated as well.

3) Mandatory particulars

The author must indicate at the top of the article after its heading the following (in Russian and in English):

— surname, name and patronymic name (entirely, in Russian and in English)

— work place, position, academic title, science degree (in Russian and in English)

— contact telephone numbers, email (if there is no personal email, the work email is indicated to be able to contact with the author)

— for postgraduates, adjuncts, postdoctoral students and candidates for degree: full name and science degree of their academic advisers

— abstract (no more than 500 symbols with gaps) (in Russian and in English)

— key words (five-seven essential words of the article without any definitions, comma separated, which define the topic of the article) (in Russian and in English)

— reference list in Russian and in Latin characters (transliteration). The automatic transliteration of Russian text is carried out via site http://translit.net/. “BSI” transliteration shall be chosen.

As for references, the authors should follow the All Union State Standard P 7.0.5 – 2008. «National standard of Russian Federation. The system of standards concerning information, librarianship and publishing. Bibliographical ref. General requirements and composition rules». which in the 1st of January 2009 was put in force by Rostechregulation Order of 28.04.2008 № 95-cт.

4) The requirements to indicate scientific field

The article shall contain information about scientific field (fields) corresponding to the article topic. The scientific field is defined according to confirmed by the Order of the Ministry of Education and Science of Russian Federation of 25 February 2009 № 59. the list of scientific fields of academic workers

5) The requirements to the article review

The review of the article is transferred to the Editorial Board simultaneously with the article itself. The review must be written and signed by the person who has science degree in the scientific field of the article. The review shall contain the following aspects of the work:

— Relevance and originality of the article

— Theoretical value and/or practical significance of the article

— Usage of materials published on the same themes of the article

— Structuring level of all material of the article

— Completeness and accuracy of the reference list applied

— Clarity and comprehensibility of the tone of voice of the article to its readers

— Presence of mistakes and technical faults

— Correspondence of chosen research methodology to the objectives of the article

— Validity of conclusions

6) The requirements to non-disclosure

The expert report about open access of the publication is transferred to the Editorial Board simultaneously with the article in the following cases:

— if the materials to be published in the journal are presented to the Editorial Board by persons having access to data which is National Security Information

— if the material provided in the article contains the results of thesis research which will be defended on the closed thesis Board

7) The requirements to sticking to the topic of the article

The article shall correspond to at least one of the following topics of the journal:

— Law

— Economic

— Education

8) Other terms of publication:

The Editorial Board does not pay remuneration for the articles publishing.

The manuscripts are transferred directly to the Editorial Office at the following address: Maliy Ivanovskiy Pereulok, 2, Moscow or Irini Levchenko str., 1, Moscow. The manuscripts transferred this way shall be paginated and signed by its author.

The manuscript as well as the online copy of the review and the expert report about open access of the publication (when needed) can be transferred to the Editorial Office by email office@unity-dana.ru . At the same time, the originals of the documents transferred by email shall be presented to the Editorial Office within two weeks after the date of sending.

The articles are published according to the chronological order of their receipt by the Editorial Office providing that they have positive review and meet all layout requirements within three months after presenting the originals with all applications needed.

All review are kept in the editorial department minimum five years. While the request is sent to the editorial office of «Vestnik of Moscow University of the Ministry of Internal Affairs of Russia» from Ministry of education and science of Russia, the editorial office directs the copies of reviews to the Ministry of education and science.

 

The periodical can be acquired using the «Rospechat» Agency’s check list via Net Scientific Library (elibrary.ru).

The online editions of the journal are in the open access on the website niion.org

Only online version of the journal and/or online version of an article can be acquired via Net Scientific Library. This online version of the journal (article) is identical to the paper version.
